The song is obviously an exaggeration. But dehydraion, which is caused by diarreah, which is caused by unsanitary drinking water, is the 2nd leading cause of death worldwide. Maybe that's why one of the things in Iraq that the US intentionally bombed throughout the 90s were the sewage systems--let's topple cheap oil seller (and former ally) Saddam my killing off the population. So I think the song is a good metaphor for looking at a system that can't provide the most basic needs--food, water, housing--for huge #s of people. Draw your own conclusions (except for Peter, 'cause he's nutty).

What are those lyrics about? People living in hot climates cannot
survive on half a litre of water per day.If you are in hot weather then the
you should drink between 2-6 litres of fluids a day, people would die if
they only drank half a litre for a prolonged period of time.
I have never been to Mexico city, but i can assure you that 24 million
people do not live on just a half a litre a day............come to think of
it, 24 million people do not even live in Mexico city, I thought the
population was nearer the 15 Million mark.
Again, rebel rousing stuff..............but unfortunately with no
rational substance.
