This is incorrect . The British government refused to negotiate with the IRA whilst the IRA was still participating in violence.
   British government representatives may have met IRA representatives to discuss the terms of holding talks . But the British Government did not negotiate with the IRA until it stopped using violence. Also the British Government dealt mainly with Sinn Fein rather than the IRA . (I'm sure that the IRA were excluded from talks because the IRA failed to renounce violence)
    But in relation to the middle East problem then its irrelevant , because Hammas/ Hezbollah want the destruction of the Israeli state . Hammas/Hezbollah wants the Israeli Jewish state replaced with an Islamic Muslim state . The Israeli government is hardly going to enter into negotiations with groups who would like to see its demise .
