The negotiations with North Korea are working because their nuclear capability is intended for one purpose only- as a means of 'encouraging' the USA, South Korea and Japan to hand over the vast amounts of food and energy necessary to prevent NK from collapsing entirely. And it's working.
 
Unfortunately, the policy won't work with Iran. They want a nuclear reactor, and we have nothing they need.
