Suppose the idea is that if the aid was dropped then the nasty Chinese and Russians would come in and fill the void, and on the big game of Risk in the White House that they use to teach Bush about “The World” this creates instability in the region.

I don't think many people are convinced by the misdirection- I mean, nobody could accuse last year's laughably anticlimactic nuclear test as being part of a *serious* attempt at building a nuclear arsenal ;)
What I find mildly irritating is the occasional assumption that North Korea is a tiny independent state struggling against pressure to become a US satellite and surrounded by US allies (Japan and South Korea)- making it out to be an Asian Cuba if you like, defiantly standing up to the major powers. They don't seem to understand that the US, South Korea and Japan are almost singlehandedly keeping North Korea afloat- suppling 95% of its food and most of its energy too, free of change. It would be much more profitable by far for the US to just go home and leave NK to its fate. These endless negotiations benefit only one country- North Korea (and possibly China too, sincie it stops the entire population of North Korea crossing their northern border en masse).

Good point, it gets ignored in most of the press [by not clearly stating is as you did]
because it would then make those 3 countries look like the losing suckers in a nucular
blackmail scheme. And by a destitute nation, no less.

The negotiations with North Korea are working because their nuclear capability is intended for one purpose only- as a means of 'encouraging' the USA, South Korea and Japan to hand over the vast amounts of food and energy necessary to prevent NK from collapsing entirely. And it's working.
Unfortunately, the policy won't work with Iran . They want a nuclear reactor, and we have nothing they need.
