Use Eraser or similar, set to the highest setting...i.e. the largest
amount of over-writes per sector. From memory the DOD (Dept of Defence)
standard is 8 or so, Gutmann level is 35. That's the one to go for...takes
a long time but it's the highest level of security, pretty much no one is
ever going to get the data back (with current technology).
Now *technically*, the data is pretty much never fully overwritten,
because the magnets in the read / write heads *technically* never make the
same path over each sector / cluster...so *technically* it's still there
on the HDD. But no one, as far as we know, has the technology to
realistically scan a hard drive at that level of detail, at least not in
such a way as to enable scanning of whole HDDs in any time period under
years.
Bearing in mind, if they did, they'd never tell anyone of course...same as
they'd never tell us if they had cracked the various encryption schemes,
or if there was a backdoor through the Windows firewall etc...
Best bet is to burn and mangle the platters. Do it when you're completed
smashed so you won't remember doing it too ;)
however the issue is that it's impossible (from what we know) to recover
the data
