Any locals know if this building was a waste of

Actually, it appears U2 kind of got screwed.  They had a studio in an old 
building in Dublin for years and I believe the city had wanted to tear down 
the building to reenovate the area along the docks for a long time but where 
stalled due to U2's involvement.  A sort of compromise was formed in that 
Dublin would co-finance a new building which would house U2's new studio so 
their old studio was then finally demolished.  Now their outta luck.
