This was a test firing of a next generation Bulava missile designed to 
deliver nuclear warheads that went wrong. The first two stages worked 
normally and apparently one or more of the third stage's (which has a 
previous history of failures) reaction control rockets got "stuck" in the 
firing position causing the missile to spin wildly out of control through 
it's ascent until it was either destroyed by remote control from the ground 
or blew apart from the stress.  The chemical makeup of the fuel freezing in 
the atmosphere coupled with the lighting conditions being just right along 
with the angle of the rocket's launch in relation to the area as it spiraled 
in perfect widening circles before exploding caused the unique and fairly 
long lasting effect.
