If I remember, Raven said it was something along teh lines of that if you look for something hard enough, eventually it will appear.
 So if you focused on finding a blue feather and kept your eye sopen specifically for this, then eventually you would succeed.

 There were some heavy negative connotations though and Raven was visibly disturbed about talking of them.

 All i can conjur up!
