downloading = the file you're trying to grab
seeding = how many people are sharing the file you want
the last two is data transfer speed in (you grabbing the file) & the speed at which you're sharing it.
When you download a torrent you also start sharing it hence the in/out

You can bypass sharing but a lot of providers log how much you share.
If you don;t you can get blocked.
It's al about taking & sharing.

It's showing downloading just to you have a file you want to get
No d/l could be firewall, port or could be because everyone else with that file has their computer switched off.
Some files get queued to limit how many people can access a file (or portion of) at any one time.
It's probably some setting somewhere.
