[LDraw-tech] WIki edits - registered users only

Hi all,

I think that the ldraw wiki should be restricted to editing by logged
in users. Since it's not intended as a general public resource I don't
think that the open editing policy that encyclopedic wikis have really
applies and it will provide a good defense against vandals and
spammers/spambots.
