Phil,
That's a Configure Context and is part of the SCons Autoconf Functionality
as explained here:
http://www.scons.org/doc/production/HTML/scons-user/c4132.html#AEN4142
Here's an example of how to create one:
env = Environment()
conf = Configure(env)
